C. Valentine Bates Memorial HOPE Scholarship

Purpose
The C. Valentine Bates Memorial HOPE Scholarship, administered by the Florida State Elks Association (FSEA), exists to help Florida high school seniors who would be unable to pursue post‑secondary education without financial assistance.
Who may apply (Eligibility)
To qualify for this scholarship you must:
- Be a member of a graduating class from a high school or recognized equivalent.
- If you graduate at mid‑year (December), submit your application during that same application year prior to graduation.
- Be a resident of Florida.
- Be a United States citizen.
Intended recipients
This award is aimed at students whose unweighted GPA falls between 2.30 and 3.59. Applicants with an unweighted GPA above 3.59 are not eligible. Selection emphasizes demonstrated leadership through involvement in school activities, community service, and good citizenship. Special consideration is given to students who have assumed extra responsibilities—such as working during high school to help financially support siblings or family members.
Competition
Male and female students compete for the same awards on an equal basis.
Award amounts and funding
Each year FSEA will grant scholarships ranging from $3,000 to $20,000 per recipient. These awards are financed through grants from the Elks National Foundation and fundraising by Florida Elks Charities. Total scholarship funding is expected to be approximately $106,000 annually, and the total amount awarded in any one year will not exceed the funds actually received for that year.
